OFFICIAL MINUTES OF THE AUGUST 15, 2019

COUNCIL MEETING

 

The meeting was called to order by Mayor Rozier with Councilman Harley giving the Invocation.

Councilmembers Otakie, Harley, Key, Grizzard, Mayor Rozier, Attorney Dickey, City Administrator Charles Akridge, Assistant City Clerks Danielle Bucher and Diamond Mixon were present.

 

Councilman Harley made a motion to approve the Draft copy of the Minutes of the July 18, 2019 City Council Meeting. Councilman Grizzard seconded the motion and it passed without opposition.

Councilman Otakie made a motion to approve the Agenda of the August 15, 2019 meeting. Councilwoman Key seconded the motion and it passed without opposition.

 

Administrative and Committee Reports:

 

Councilman Grizzard announced that the National Senior Citizens Day Luncheon will be held at the Community Building on August 21st at Noon.

 

Councilman Harley reported Chatham County will begin cleaning the canals in front of Ottawa Farms beginning Friday, August 16th.

 

Presentation:

 

Mayor Rozier presented a plaque to Public Works Superintendent Ernest Grizzard, Jr. to commemorate his 30 year tenure with the City of Bloomingdale.

 

NEW BUSINESS:

 

1.      Consider and Intergovernmental Agreement with Chatham County for the use and distribution of proceeds from the 2020 Special Purpose Local Option Sales Tax (SPLOST). Mr. Akridge recommended the council adopt the Intergovernmental Agreement. Councilman Grizzard made a motion to approve the Intergovernmental Agreement with Chatham County for the use and distribution of proceeds from the 2020 Special Purpose Local Option Sales Tax (SPLOST). Councilwoman Key seconded the motion and it passed without opposition.

 

2.      Consider Bid Award for the Local Maintenance Improvement Grant (LMIG) Project. Mr. Akridge recommended to award the project to the lowest bidder, R.B. Baker at $93,950 to resurface Garvin and Moore streets. He also recommended adding the resurfacing of Moore St from Ash St to Cypress St and the Chestnut Extension off Garvin St. Councilman Otakie made a motion to award the project to R.B. Baker along with the proposed additions. Councilman Harley seconded the motion and it passed without opposition.

 

3.      Consider an Addendum to a Lease Agreement with Chatham Emergency Services and the Bloomingdale Fire Department. Mr. Akridge recommended approving the addendum to the Lease Agreement stating it extends the current expiring lease to a month to month lease with a 30 day notice of termination by either party. Councilman Harley made a motion to approve the addendum. Councilman Grizzard seconded the motion and it passed without opposition.

 

Mayor Rozier reported that this concluded the items presented for consideration for the inclusion on the Council agenda prior to the deadline of August 7, 2019.

 

The Accounts Payables were presented with Councilwoman Key making a motion to pay the bills. Councilman Grizzard seconded the motion and it passed without opposition.

 

There being no further business, Councilman Harley made a motion to adjourn at 7:11pm. Councilman Grizzard seconded the motion and it passed without opposition.
