Official minutes of the February 18, 2016 Council Meeting

Approved at the March 3, 2016 Council Meeting

 

The council meeting was called to order by Mayor Rozier with Dexter Shearouse giving the invocation.   Councilmembers Griffin, Grizzard, Kerby, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present. 

 

Councilman Myrick made a motion to approve the draft copy of the minutes of the February 4th council meeting.  Councilman Otto seconded the motion and it passed without opposition.  Councilman Otto made a motion to approve the agenda of the February 18, 2016 meeting with the addition of Item #7 Executive Session to discuss personnel, potential litigation and attorney/client privilege.  Councilwoman Griffin seconded the motion and it passed without opposition. 

 

OLD BUSINESS:

 

  1. Consider Memorandum of Understanding (MOU) with the Georgia Department of Transportation (GDOT) and Chatham County related to the construction of the Jimmy DeLoach Parkway.  City Administrator Akridge recommended approval of the MOU and stated there is the possibility the cost could be more, if the City did not enter into this agreement, but that is yet to be determined.  Attorney Dickey wished the minutes to reflect that his opinion is to not approve the MOU.  Councilman Kerby made a motion to approve the Memorandum of Understanding.  Councilman Grizzard seconded the motion with affirmative votes from Councilmembers Griffin, Grizzard, Kerby and Key.  Councilmembers Myrick and Otto voted against the motion.
  2. Consider 90 day notice of termination of contract with Middle Georgia Probation for probation services.  Item will remain on table.

  

NEW BUSINESS:

 

  1. Presentation - Interim Police Chief Blair Jeffcoat.   Chief Jeffcoat present a “Letter of Commendation” to Officer Kevin McKoon for his commendable and selfless achievements in the line of duty on February 4, 2016 when Pooler Police Department requested assistance with a fleeing vehicle.  Officer McKoon responded to the area in which the vehicle traveling at a high rate of speed passed him on Bloomingdale Road.  The vehicle approaching a dangerous area lost control and landed in a ditch submerging the driver in the water.  Officer McKoon took quick action and pulled the unconscious driver to safety, saving his life.   Mayor Rozier expressed his gratitude on behalf of himself and City Council to Officer McKoon for his service to the citizens of Bloomingdale and thanked him for doing the job with no regard for his own safety. 
  2. Consider increase in Commercial Garbage Dumpster rates.  City Administrator Akridge stated that WastePro had increased the commercial dumpster rate to the City and he would like to recommend a $3.00 increase for the 2, 4, 6, and 8 yard dumpsters.  Councilman Myrick made a motion to approve the $3.00 increase.  Councilwoman Griffin seconded the motion and it passed without opposition.   
  3. Consider purchase of Turnout Gear for the Fire Department in the amount of $10,610.16 (CIP/SPLOST)

Councilman Otto made a motion to approve the purchase of the turnout gear in the amount of $10,610.16.  Councilman Grizzard seconded the motion and it passed without opposition.

  1. Consider a Site Plan submitted by Paula Massey on behalf of Trimur, LLC for property located at 503 East Highway 80 to establish a commercial use.  City Administrator Akridge stated the site plan was presented to Planning Commission and their recommendation was to approve the site plan.  Councilman Myrick made a motion to approve the site plan.  Councilwoman Griffin seconded the motion and it passed without opposition.
  2. Consider the purchase of LED Lighting for City Facilities in the amount of $8,320. (CIP/SPLOST)  City Administrator Akridge stated several lights are out at the City facilities and he would recommend the purchase of LED lighting as it would be more economical.  Councilman Kerby made a motion to approve the purchase of the LED lights in the amount of $8,320.  Councilman Grizzard seconded the motion and it passed without opposition. Councilman Kerby made a motion to approve the rental of a lift, should it be necessary, to install the lights.  Councilman Grizzard seconded the motion and it passed without opposition.
  3. Consider a Home Occupation License submitted by Garrett Hite for a Mechanical Contractor business located at 321 Conaway Road.   Mayor Rozier recognized Garrett Hite who stated he understood this would be for the office only of a mechanical contractor business at this home.  Councilman Myrick made a motion to waive the public hearing and issue the Home Occupation license.  Councilman Otto seconded the motion and it passed without opposition.

 

Council Myrick made a motion to adjourn into Executive Session.  Councilman Otto seconded the motion and it passed without opposition.

At the conclusion of the executive session, Councilman Myrick made a motion to return to the general session and execute the affidavit as required by the Open Meetings Law.  Councilman Griffin seconded the motion and it passed without opposition.  

 

Mayor Rozier reported that during the Executive Session personnel, potential litigation and attorney/client privilege was discussed.  Public Safety Chair Councilman Kerby made a motion to appoint Blair Jeffcoat to fill the position of Police Chief.  Councilman Myrick seconded the motion and it passed without opposition.

 

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, February 10, 2016.

 

The accounts payables were presented with Councilman Myrick making a motion to pay the bills, Councilwoman Key seconded the motion and it passed without opposition.

 

There being no further business, Councilman Otto made a motion to adjourn at 8:12pm.  Councilwoman Griffin seconded the motion and it passed without opposition.
