Official Minutes of the Special Called Council Meeting December 17, 2015

The council meeting was called to order by Mayor Rozier with Councilman Myrick giving the invocation.   Councilmembers Grizzard, Kerby, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present.  Councilwoman Griffin was out of town.

 

Councilman Myrick made a motion to approve the agenda of the December 17, 2015 meeting.  Councilman Otto seconded the motion and it passed without opposition. 

  

NEW BUSINESS:

 

  1. Consider a Preliminary Site plan for clearing and grading (LDA Permit) for FedEx at SH Morgan Parkway.  City Administrator Akridge stated that the Planning Commission met earlier tonight and reviewed and is recommending approval of the preliminary site plan for clearing and grading plan of the FedEx project.  Councilman Myrick made a motion to accept the recommendation from the Planning Commission and approve the preliminary site plan for clearing and grading for the FedEx project.  Councilman Grizzard seconded the motion.  Prior to the vote, Mayor Rozier recognized Engineer Baumgartner asking if he had anything to add regarding his review of the project, Mr. Baumgartner stated he recommended approval.  Mayor Rozier called for the vote and the motion passed without opposition.
  2. Consider installation of speed bumps and signage on Boulevard Street.  Mayor Rozier recognized Citizen Nathan Nadel, who presented council with a petition signed by all residents on Boulevard Street requesting that speed bumps be installed on the street.  The request comes due to the increased traffic on Boulevard Street by citizens, teachers and buses which have caused a safety hazard for the children in the area.  Mr. Nadel further stated that he has Autistic children and has personally purchased two (2) “Autistic Child at Play” signs and is requesting that the city install these signs along with the speed bumps.  Councilman Grizzard made a motion to install the speed bumps and erect the signs.  Councilwoman Key seconded the motion and it passed without opposition.
  3. Consider a well permit for Stephanie Cook at 228 John Carter Road.  Mayor Rozier recognized Stephanie Cook who stated that her water service has been provided by a neighbor for several years but the neighbor has given a very short notice that the service will be ending on December 31st.  Councilman Myrick stated that this area is not served by city water service and therefor made a motion to approve the well permit.  Councilman Otto seconded the motion and it passed without opposition.

 

Councilman Kerby made a motion to adjourn into executive session to discuss personnel.  Councilman Grizzard seconded the motion and it passed without opposition. 

 

At the conclusion of the executive session, Councilman Myrick made a motion to return to the general session and execute the affidavit as required by the Open Meetings Law.  Councilman Otto seconded the motion and it passed without opposition.   

Mayor Rozier stated that during the executive session council discussed the freeze placed on the 2% anniversary increases.  Councilman Otto made a motion to lift the freeze and approved retroactive pay for those employees affected by the freeze from August 21, 2015 to December 17, 2015.  Councilman Kerby seconded the motion and it passed without opposition. 

 

There being no further business, Councilman Myrick made a motion to pay the bills and adjourn.  Councilman Kerby seconded the motion and it passed without opposition.
