Official minutes of the December 23, 2013 council meeting

The meeting was called to order by Vice-Mayor Baxter with Councilman Myrick giving the invocation.
Councilman Baxter stated this was his last meeting of his four year term and expressed his appreciation to the citizens for electing him to serve the City of Bloomingdale. Councilmembers Baxter, Griffin, Kerby and Myrick were present. Mayor Tipton was out of town. Councilman Crosby is recovering from surgery and Councilman Rawlings is working. Also present were Attorney Dickey, City Administrator Akridge, and Asst. City Clerk Diane Proudfoot.
Councilman Myrick made a motion to approve the draft copy of the minutes of the December 5, 2013 meeting. Councilwoman Griffin seconded the motion and it passed with four affirmative votes.
Councilman Myrick made a motion to approve the agenda of the December 23, 2013 noting that the time of the meeting is 6:00pm. Councilwoman Griffin seconded the motion and it passed with four affirmative votes.
Administrative and Committee reports:
Councilwoman Griffin acknowledged that Big Red Inc. hosted a luncheon today and presented the city with a plaque which read: “Presented to the City of Bloomingdale - thanks for being the key to our hearts 2013 - Big Red Inc.”
It was noted that Big Red Inc. had contributed greatly in the clean-up efforts during the storm in June and also held a whiffle ball benefit tournament at Taylor Park with proceeds going to the Pink Heals organization.
Councilman Myrick expressed his appreciation and thanks to Councilman Baxter for his contributions of knowledge and experience to council and citizens during his four years as City Councilman and Vice-Mayor.
OLD BUSINESS: None
NEW BUSINESS:
1) Consider budget amendments for Fiscal Year 2012/2013. Councilman Myrick made a motion to approve the amendments as recommended by the accountant. Chris Lightle, accountant with Karp, Ronning & Tindol reported this is an amendment to address issues that were discussed during budget meetings but had not had a formal vote as of June 30, 2013. Councilman Kerby seconded the motion; it passed with four affirmative votes.
2) Presentation of the 2012/2013 Fiscal Year Audit. Chris Lightle reference a couple of items: Page 5 the unassigned fund balance as based on the standard - is in the middle and recommended we be mindful of spending, Page 9 reflects the amendment passed tonight, Page 10 Water/Sewer due to other funds reflects a reduction and this is good. He stated the City overall is in good shape. Councilman Myrick made a motion to accept the 2012/2013 audit as presented. Councilwoman Griffin seconded the motion; it passed with four affirmative votes.
3) Consider Home Occupation License application submitted by Mr. Ben Rozier for a gunsmith business on Adams Road. Councilman Myrick made a motion to waive the public hearing and approve the issuance of a Home Occupation Tax Certification to Ben Rozier for a gunsmith business at his residence on Adams Road. Councilwoman Griffin seconded the motion; it passed with four affirmative votes.
4) Consider Home Occupation License application submitted by Mr. Henry Hilliard for a taxi cab service at 306 E. Hwy 80. After discussion Councilman Myrick made a motion to hold a public hearing on February 6, 2014 to receive citizen input on the request from Mr. Hilliard for a taxi cab service at 306 E. Hwy 80. Councilman Kerby seconded the motion; it passed with four affirmative votes.
The accounts payables were presented with Councilman Myrick making a motion to pay the bills. Councilwoman Griffin seconded the motion and it passed with four affirmative votes.
There being no further business, Councilman Kerby made a motion to adjourn at 6:30pm. Councilwoman Griffin seconded the motion and it passed with four affirmative votes.
