CALLED COUNCIL MEETING

July 23, 2007

The meeting was called to order by Mayor Tipton who explained the purpose of the meeting was to consider a request for a home occupation license from Richard Prater for the office only of a contract painting business to be located at #1336 W. Highway 80.  Note:  Mr. Prater had submitted his license request to the City Hall on Monday, July 16, 2007, but the agenda deadline for the July 19^th meeting was on Friday, July 13, 2007.  Mr. Prater had advised the clerk’s office that he was working on a painting contract that required that he have his occupational license right away and it would pose a hardship for him to wait to be placed on the August 16, 2007 council agenda.  City Administrator Brady had suggest that council have a called meeting to consider his request and council agreed to schedule the meeting for today.

Mayor Tipton recognized Mr. Prater who stated that he was in the contract painting business and his main area of concentration was in infrastructure reconstruction, but he did occasionally do some house painting work.  Council was advised that Tom Greene, the agent for the owner of the property, Jimmie Lee Greene, had provided written permission for Mr. Prater to operate the office from this location.  Mr. Prater explained that all he would do at the residence was his paperwork and no painting supplies would be stored there as these items were ordered by the customers and shipped to their job sites.  Councilman Rawlings pointed out that the City had some problems in the past with painting contractors storing paint cans at their residences, but was assured by Mr. Prater there would be no debris from his business kept at the house.  The Mayor asked what type equipment was used in his business and was advised by Mr. Prater that he had a generator and a paint pump that would be stored in the garage.  Councilman Myrick asked if any customers would be coming to the residence, but was advised by Mr. Prater that his discussions with customers were either done by telephone or at the job site. After this discussion, Councilwoman Winn made a motion to waive the public hearing requirement and issue the home occupation license, Councilman Rawlings seconded the motion and it passed with five affirmative votes.

Being no further business, Councilman Waller made a motion to adjourn at 9:40am.  Councilwoman Winn seconded the motion and it passed with five affirmative votes.

Mayor Tipton and Councilmembers Myrick, Rawlings, Strozier, Waller and Winn were present at the meeting.

Note:  Section § 50-14-1 of the Official Code of the State of Georgia Annotated requires that the minutes shall, as a minimum, include a description of each motion or other proposal made, and a record of all votes.  These minutes meet the minimum requirements.  However, in an attempt to provide as much information as possible to the citizens, the recording clerk has included additional background data and discussion on the subjects presented to council.  The statements of individuals are not verbatim and may be summary in nature.
