Official minutes of the May 5, 2016 Council Meeting

Approved at the May 19, 2016 Council Meeting

 

The council meeting was called to order by Mayor Rozier with Councilman Myrick giving the invocation.   Councilmembers Griffin, Grizzard, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and City Clerk Diane Proudfoot were present. 

 

Councilman Myrick made a motion to approve the draft copy of the minutes of the April 21st council meeting.  Councilwoman Key seconded the motion and it passed without opposition.  Councilman Otto made a motion to approve the agenda of the May 5, 2016 meeting with the addition of an Executive Session to discuss personnel.  Councilman Grizzard seconded the motion and it passed without opposition. 

 

Mayor Rozier introduced Joe Winburn who is running for District 7 School Board and stated has been in Savannah/Chatham for 13 years, is Director of Sports Medicine at St. Joseph/Candler, his nine year son attends Bloomingdale Elementary and his wife is the school Counselor.  Being involved on the school council has instilled a desire to help with the school system and would appreciate your vote on May 24th. 

 

ADMINISTRATIVE AND COMMITTEE REPORTS:

 

Councilman Grizzard reminded everyone that the senior luncheon will be held on Tuesday, May 10th at noon at the Community Building.

 

NEW BUSINESS:

 

  1. Consider Bid Award for City owned property of 11.3 acres at Wildcat Dam Road and Highway 80.  City Administrator Akridge stated that the bid opening was held on Tuesday and would recommend awarding bid to Humanities Foundation.  Councilman Myrick made a motion to accept the bid from Humanities Foundation in the amount of $875,000.  Councilwoman Griffin seconded the motion and it passed without opposition.
  2. Consider a Home Occupation License application submitted by Kimberly Gregory for a cleaning business (Office Only) doing business as Kimberly’s Cleaning Service at 303 East Main Street.  Ms. Gregory stated she operates cleaning service which she operates from her vehicle but she is licensed, bonded, insured and registered with the State. Councilman Myrick made a motion to issue the Home Occupation License to Kimberly Gregory for the office of her cleaning business at her residence at 303 East Main Street.  Councilman Grizzard seconded the motion and it passed without opposition. 
  3. Consider issuance of a well permit to Steven & Misty Cooler for their residence at 1464 Pine Barren Rd.  Misty Cooler informed council that the property where the well they has been serving them has been sold and they need their own well.  Councilman Myrick stated that the city does not have water service in that area and made a motion to approve the well permit to Steven & Misty Cooler for their residence at 1464 Pine Barren Road.  Councilman Otto seconded the motion and it passed without opposition.
  4. Consider adoption of the proposed 2016/17 Capital Improvement Plan (CIP).  Councilwoman Griffin made a motion to approve the adoption of the proposed 2016/2017 Capital Improvement Plan.  Councilman Grizzard seconded the motion and it passed without opposition.
  5. Consider purchase of two (2) Zero Turn Mowers for the Public Works Department in the amount of $27,388 with a trade in value of $6,000. (CIP/SPLOST)  Councilman Myrick made a motion to approve the purchase of two (2) Zero Turn Mowers for the Public Works Department in the amount of $21,388 to be expended from (CIP/SPLOST).  Councilman Otto seconded the motion and it passed without opposition.

 

Councilwoman Griffin made a motion to adjourn into Executive Session to discuss personnel.  Councilman Myrick seconded the motion and it passed without opposition.

 

At the conclusion of the executive session, Councilman Myrick made a motion to return to the general session and execute the affidavit as required by the Open Meetings Law.  Councilman Otto seconded the motion and it passed without opposition.  

 

The accounts payables were presented with Councilman Griffin making a motion to pay the bills, Councilman Myrick seconded the motion and it passed without opposition.

 

There being no further business, Councilwoman Griffin made a motion to adjourn at 7:37pm.  Councilwoman Key seconded the motion and it passed without opposition.
