Official Minutes of the June 18, 2015 Council meeting

Approved by City Council at the July 16, 2015 Council Meeting

 

The council meeting was called to order by Mayor Rozier with Councilman Myrick giving the invocation.   Councilmembers Griffin, Grizzard, Kerby, Key, Myrick, Otto, Attorney Raymond Dickey, City Administrator Charles Akridge and Asst. City Clerk Diane Proudfoot were present.

 

Councilman Kerby made a motion to approve the draft copy of the minutes of the May 21, 2015 council meeting.  Councilman Myrick seconded the motion and it passed without opposition.  Councilman Myrick made a motion to approve the minutes of the June 11, 2015 Budget Public Hearing.  Councilman Kerby seconded the motion and it passed without opposition.  Councilman Grizzard made a motion to approve the agenda of the June 18, 2015 meeting.  Councilwoman Griffin seconded the motion and it passed without opposition. 

 

Administrative & Committee reports:

 

Councilwoman Griffin and Recreation Director George Foley recognized two of the Bloomingdale Bears teams who ended the CAA baseball season in first place.  Certificates were presented to the U-8 Boys, coached by Charles Thomas and the U-10 Boys, coached by James Cannon.

 

City Administrator Akridge reported:

The Rails to Trails Park from Cherry Street to Chestnut Street is about 95% complete;

The sidewalk was poured Wednesday;

The benches and trash receptacles should be in by Monday;

The historical marker, documenting the railroad history, should arrive by the end of the month;

There is a portion of Pine Barren Road the county has closed due to some road repair, which is past Taylor Park.

 

Councilman Myrick reported:

In the near future sidewalks will be going in along Highway 80 from Cherry Street to the Post Office and on the north side of Highway 80 there will sidewalks that will tie into the Pooler sidewalks. 

 

Mayor Rozier reported the demolition of the old “Last Resort” building will begin next week and the Dollar General should be up within sixty to ninety days.

 

NEW BUSINESS:

 

  1. Chief Pike presented a Certificate of Commendation to Officer Kevin McKoon for his excellent police skills in assisting Georgia State Patrol in the capture of an armed murder suspect and also executing a plan to stake out and capture two burglar suspects who had burglarized a local business.
  2. Consider setting the Millage Rate at 10.00 mils and roll it back to 0.00 mils.  Councilman Myrick made a motion to set the millage rate at 10.00 mils.  Councilman Otto seconded the motion and it passed without opposition.  Councilman Myrick made a motion to roll the millage rate back to 0.00 mils.  Councilman Otto seconded the motion and it passed without opposition. 
  3. Consider adoption of the proposed 2015/2016 Fiscal Year Budget.  Councilman Myrick made a motion to approve the adoption of the proposed 2015/2016 Fiscal Year Budget.  Councilwoman Griffin seconded the motion and it passed without opposition.
  4. Consider adoption of the 2015-2019 Capital Improvement Plan (CIP).  Councilman Myrick made a motion to approve the 2015-2019 Capital Improvement Plan with the understanding that an amendment would take place upon the implementation of the Impact Fee Ordinance.  Councilman Grizzard seconded the motion and it passed without opposition.  
  5. Consider renovations to the Police Department in the amount of $7,200. Councilman Kerby made a motion to approve the renovations to the Police Department in the amount of $7,200 with the funds being expended from CIP/SPLOST.  Councilwoman Griffin seconded the motion and it passed without opposition.
  6. Consider the purchase of two (2) Police Cars and equipment in the amount of $60,584.70.  Councilman Kerby made a motion to approve the purchase of two police cars and equipment in the amount of $60,584.70 with the funds being expended from CIP/SPLOST.  Councilman Grizzard seconded the motion and it passed without opposition.
  7. Consider a $.50 cent monthly increase for water, sewer and garbage services.  Councilwoman Griffin made a motion to approve a $.50 monthly increase for the water, sewer and garbage base rate, this increase is due to the depreciation and increase in the dump fees.  Councilman Otto seconded the motion and it passed without opposition. 
  8. Consider allocation of 10% monthly SPLOST proceeds to the Sidewalks Account.  Councilman Myrick made a motion to allocate 10% of the monthly SPLOST proceeds to the Sidewalk Account.  Councilman Grizzard seconded the motion and it passed without opposition.
  9. Consider allocation of $1,000 of monthly SPLOST proceeds to a newly created Road Improvement Fund.  Councilman Otto made a motion to allocate $1,000 of the monthly SPLOST proceeds to the newly created Road Improvement Fund.  Councilman Myrick seconded the motion and it passed without opposition.
  10. Consider Fiscal Year 2014/2015 Budget Amendments.  City Administrator Akridge stated these amendments come as a recommendation from the Auditor.  Councilman Grizzard made a motion to approve the amendments as recommended.  Councilwoman Griffin seconded the motion and it passed without opposition.   

 

The Mayor noted an executive session had been requested for the discussion of real estate and personnel issues.  Councilman Grizzard made a motion to adjourn into executive session, Councilwoman Griffin seconded the motion and it passed without opposition. 

At the conclusion of the executive session, Councilwoman Griffin made a motion to return to the general session and execute the affidavit as required by the Open Meetings Law.  Councilman Grizzard seconded the motion and it passed without opposition.

 

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, June 10, 2015.

 

The accounts payables were presented with Councilman Myrick making a motion to pay the bills, Councilwoman Griffin seconded the motion and it passed without opposition.

 

There being no further business, Councilwoman Key made a motion to adjourn at 8:05pm.  Councilwoman Griffin seconded the motion and it passed without opposition.
