called to order by Mayor Tipton with Councilman Baxter giving the
invocation. Councilmembers Baxter=
, Griffin,
Kerby, Myrick and Rawlings were present.
Also present were Attorney Dickey, City Administrator Akridge, and A=
sst.
City Clerk Diane Proudfoot.
Councilman My=
rick made
a motion to approve the draft copy of the minutes of the November 7, 2013
meeting. Councilman Baxter seconde=
d the
motion and it passed with five affirmative votes.
Councilman My=
rick made
a motion to approve the agenda of the November 21, 2013 with the removal of
item #2 under old business. Counci=
lwoman
Griffin seconded the motion and it passed with five affirmative votes.
Administrative
and Committee reports:
Recreation
Director Foley reported
he had attended the GRPA Conference and had a good talk with Executive Dire=
ctor
Jimmy Gisi. Basketball signups are=
under
way and a Co-Ed church league plays on Tuesday & Thursday nights.
Councilman

that the budget is running right on target.
Mayor
Tipton sta=
ted
there would be an employee appreciation lunch at noon on Friday and extende=
d an
invitation to the former Mayor/Council members present, the newly elected
officials and also any citizens that wished to stop by.
Mayor Tipton opened the Pub=
lic
Hearing to receive citizen input on a variance request from Kevin & Kay
Heritage for a second dwelling at #1230 Bloomingdale Road:
Mayor Tipton stated that a
hardship permit was issued to the Heritage family in 1998 and have come eve=
ry
six months to renew the permit. Ma=
yor
Tipton stated that in his time of service there has never been any complaint
regarding the hardship mobile home.
Mr. Heritage stated they wo=
uld
like to ask for a variance for the mobile home instead of coming every six
months to renew the hardship permit.
Former Mayor Strozier state=
d he
was Mayor when this hardship was issued and there had never been any problem
and would recommend that the variance be granted.
Carolyn Lee questioned if t=
his
was the existing mobile home and not an additional and was advised it is the
one that has been there since 1998 when the hardship permit was issued.
Mayor Tipton closed the pub=
lic
hearing.
OLD BUSINESS:=

1. Consider
entering into a Lease Agreement for Breathing Apparatus for the Fire Depart=
ment. Councilman Baxter made a motion to appro=
ve
entering into a Lease Agreement to lease/own breathing apparatus for the Fi=
re
Department making sure it is in compliance with Georgia Law. Councilman Myrick seconded the motion a=
nd it
passed with five affirmative votes.
NEW BUSINE=

1) Consideration
of the purchase of two (2) fully equipped Police Cars in the amount of
$70,640.92. Councilman Baxter made a mo=
tion
to approve the purchase of two (2) fully equipped police cars in the amount=
of
$70,640.92 from SPLOST funds. Coun=
cilman
Kerby seconded the motion and it passed with five affirmative votes. =

Consideration of a Variance
request submitted by Kevin and Kay Heritage/Ho Shim Shaw for a second dwell=
ing
on a 6.91 acre tract at #1230 Bloomingdale Road. Councilman
Baxter made a motion to approve the variance request for a second dwelling =
at
#1230 Bloomingdale Road. Councilman
Myrick seconded the motion. After
discussion a call for the vote took place with no action. Councilman Baxter removed his motion an=
d Councilman
Myrick removed his second. City At=
torney
Dickey clarified that the request was advertised as a variance for a second
dwelling as a conditional use. Wit=
h that
clarification Councilman Baxter made a motion to approve the variance reque=
st
to allow the second dwelling as a conditional use at #1230 Bloomingdale Roa=
d with
the understanding that when the hardship changes the second dwelling would =
not
meet the zoning ordinance. Councilman Myrick seconded the motion a=
nd it
passed with five affirmative votes. Mr.
Heritage questioned if this action would removed the requirement of renewing
every six months and was advised that it does.

Mr. Peter Bredenkamp – 505 =
E.
Cregor Street. Mr. Bredenkamp explained th=
at he
receives display cases and materials that he sales as scrap but due to the =
boggy
condition of his yard he was unable to place this material in his back yard=
. Councilman Myrick stated the city has
received several complaints regarding the excessive materials on the proper=
ty. After further discussion, Councilman Ke=
rby made
a motion to allow Mr. Bredenkamp ten (10) business days to clean up the
property. Councilman Baxter second=
ed the
motion and the motion carried with affirmative votes from Councilmembers Ba=
xter,
Griffin, Kerby and Myrick. Council=
man
Rawlings abstained.

4) Consider
approval of Employee Christmas Bonuses. <=
/span>Councilman Myrick made a mo=
tion
to approve employee Christmas bonuses.
Councilwoman Griffin seconded the motion and it passed with five
affirmative votes.

5) Consider
Invoice submitted by Hussey, Gay, Bell & DeY=
oung. No
action
These
are the items presented for consideration for
inclusion on the City Council Agenda prior to the deadline of Wednesday,
November 13, 2013.
The accounts
payables were presented with Councilman Myrick making a motion to pay the
bills. Councilwoman Griffin second=
ed the
motion and it passed with five affirmative votes.
There being no
further business, Councilman Kerby made a motion to adjourn at 7:40pm. Councilwoman Griffin seconded the motio=
n and
it passed with five affirmative votes.
