Official Minutes of the December 5, 2019 Council Meeting

Approved by City Council at the November 7, 2019 Council Meeting

 

The meeting was called to order by Mayor Rozier with Recreation Director George Foley giving the invocation. Councilmember's Griffin, Grizzard, Kerby, Key, Mayor Rozier, Attorney Dickey, City Administrator Akridge, Assistant City Clerk Danielle Bucher were present.

 

Councilwoman Griffin made a motion to approve the draft copy of the minutes of the November 7, 2019 City Council Meeting. Councilman Grizzard seconded the motion and it passed without opposition. Councilman Grizzard made a motion to approve the agenda of the December 5, 2019 meeting with the addition for item #5 Consider a proposal from GMC to update the Storm Water Management Plan, and item #6 Enter into Executive Session for personnel consideration. Councilman Kerby seconded the motion and it passed without opposition.

 

Administrative and Committee reports:

 

Recreation Director George Foley presented the awards to the attending U8, U10, and U14 1st place Bloomingdale Bears Soccer players. Those attending were given a free ice cream at Happy Days Ice-cream Parlor proceeding the award presentation sponsored by owner Johnny Wilson of Happy Days Ice Cream Parlor LLC.

Councilman Grizzard publicized the up and coming Christmas Parade and Children's Christmas Party at the Fire Station on Saturday December 7th.

NEW BUSINESS:

1. Consider a Site Plan submitted by Jay Maupin for Baca Concrete at 3 Demott Drive.

City Administrator announced that the Planning Commission recommended the approval of the site plan at 3 Demott Drive. Mr. Jay Maupin addressed Council to acknowledge that the LDA had been approved but he did not have the official document to date. He recognized that a business license will be acquired in order to satisfy the Certificate of Occupancy. Mr. Maupin stated that the wash water will be taken out by truck as part of the concrete. He included that there is a washout area is detailed on the site plan as well as a detention pond as a secondary containment. Councilman Grizzard made a motion to approve the project submitted by Jay Maupin for Baca Concrete at 3 Demott Drive with a stipulation that Demott Drive be paved and the LDA Certificate be submitted to the City. Councilwoman Key seconded the motion and it passed without opposition.

2. Consider appointment to the Core Metropolitan Planning Organization Citizen Advisory Council (CRC) Councilman Kerby made a motion to appoint Walter Parker with The Core Metropolitan Planning Organization Citizen Advisory Council (CRC). Councilman Grizzard seconded the motion and it passed without opposition.

3. Consider a Resolution formally requesting that the State Legislature consider a proposed annexation of certain property into the corporate limits of Bloomingdale.

City Administrator, Charles D. Akridge acknowledged that this was the Osteen Rd property that backs up to I16 and Effingham County. Councilman Kerby made a motion to enter into a Resolution formally requesting that the State Legislature consider the proposed annexation of certain property into the corporate limits of Bloomingdale. Councilwoman Griffin seconded the motion and it passed without opposition.

4. Citizen to Be Heard Mr. Gerald Cook

Citizen Gerald Cook of Osteen Road approached the bench to thank Charles D. Akridge, Council, and the Public Works Department for all their help on Osteen Road in the recent past. He asked for continued support in acquiring lighting at the intersection Osteen Road and Hwy 80 for those to see the entrance at night.

5. Consider a proposal from GMC to update the Storm Water Management Plan

Councilman Kerby made a motion to enter into an agreement with GMC in the amount of $16,480.00 to update the Storm Water Management Plan. Councilwoman Griffin seconded the motion and it passed without opposition.

 

 

6. Enter into Executive Session for Personnel consideration

Councilwoman Griffin made a motion to adjourn and enter into Executive Session for personnel consideration at 7:35pm. Councilman Grizzard seconded the motion and it passed without opposition. Councilwoman Griffin made a motion to resume from Executive Session for Personnel at 7:45 pm. Councilman Grizzard seconded and the motion was carried. Councilwoman Griffin made a motion to execute the affidavit as required by the Open Meetings Law. Councilman Grizzard seconded and the motion was carried.

Mayor Rozier reported that this concluded the items presented for consideration for inclusion on the Council agenda prior to the deadline of Wednesday, November 27, 2019.

 

The Accounts Payables were presented with Councilwoman Key making a motion to pay the bills. Councilman Grizzard seconded the motion and it passed without opposition.

 

There being no further business, Councilwoman Griffin made a motion to adjourn at 7:50 pm. Councilwoman Key seconded the motion and it passed without opposition.
